Voting system Empty Voting system

Hi goodmorning.. could you help me please? every time i login my account on the site, i cant vote. it says  " VOTE IN Next vote 02:17:05" but when i open in that time it says " VOTE IN Next vote 08:17:05" again. please fix it.
